PANIncl indicators

The National Action Plan for Social Inclusion (NAPIncl) is not itself a source of data. It is rather a collection of indicators on poverty and social exclusion, which is referred to frequently.

The European Union has requested that all Member States draft a National Action Plan for Social Inclusion every two years. This is part of the strategy for combating poverty and social exclusion adopted at the Lisbon European Summit in March 2000.

As a matter of course, the Action Plan must include an annexe with the “Laeken indicators”, which may be complemented by national indicators. In December 2001, a set of 18 indicators was approved at the Laeken Summit; these should allow progress to be measured while providing greater visibility with regard to best practices.

The annexe of "indicators" is drafted jointly by the Federal State, Regions and Communities.

Most of the NAPIncl indicators are based on data from the EU-SILC survey, but other data sources are also used. For the employment and jobless indicators we mainly use the Labour Force Survey (EFT), while for the health indicators the National Health Survey is used. A number of indicators (housing, debt, etc.) are based on administrative data.
